• Served as principal executive officer and executive director of the Air Transportation Stabilization Board (ATSB), where he was responsible for the review and evaluation of air carrier applications for federal loan guarantees in the aftermath of September 11

• Led team at the ATSB that was responsible for the positive return of $300 million to taxpayers
