Walter Kulakowski is a managing director in Mesirow Financial’s Public Finance group. He specializes in a wide variety of infrastructure financing. He leads Mesirow Financial’s water and SRF finance practice. His senior managed SRF experience includes a number of New York EFC issues as well as programs in the states of California, Florida, Kansas, Maryland, Massachusetts, Michigan, North Dakota, Ohio, Virginia, and Texas. At Mesirow, his SRF clients include programs in Kansas, Michigan, Ohio, and Texas.
Walter has more than 30 years of public finance experience, including municipal debt financings in water and sewer, state revolving fund, real estate-secured power, waste-to-energy, public-private infrastructure and project finance transactions. Prior to joining Mesirow Financial in 2015, he served as a managing director at Guggenheim Securities, where he developed P3 infrastructure projects and engineered a buy-side asset acquisition structure using an innovative municipal special purpose vehicle. Before that, he was a 20-year veteran of Citigroup where he headed the solid waste and state revolving fund finance practices and co-headed the water and sewer finance practice. He has also worked at Stone & Youngberg, Roosevelt & Cross, administered air pollution control programs for the State of Indiana and the City of Indianapolis, and was a Washington D.C. based energy and environmental consultant.
Walter earned a BSc from McGill University. He holds FINRA Series 7, 53 and 63 licenses.
